A lot of the ones I've heard of are like that. Because obviously the dogs need to know the basics before building upon those skills. No point putting a dog in an advanced class if it can do basic sits/downs/stays etc. If he can do all those, just think of it as generalising/proofing the behaviours You literally snatched the words from my mouth charlottte. puppypal; I think you will find in most classes there are different groups depending on skill. It would not be fair to put a beginners puppy with the 'tops' who could do all these spins and weaves as tricks, and the poor puppy could only do one feebly sit, if that. The dog class runners want each dog and owner to happily succeed, and this can only be achieved by placing each pair into a set that suits their skills - dogs and owners would get nowhere if they were not placed in the correct set.
