You could ask people to dress as their favourite doctor or assistant?
Is your mum a fan of the new Dr Who or the original? Or both?
There are lots of bad guys you could get pictures of and stuff, but it probably depends on which Dr Who your mum likes as to which ones will be most suitable.

She likes them all. Says she remembers being terrified of it when she was younger but still watched it and likes it since its been redone

You're welcome! I wasn't sure what kinds of things you'd be looking for, but there's plenty there to give you ideas and stuff. I had quite elaborate ideas of people dressing up as Weeping Angels and Cybermen, but I think I've watched too much Made In Chelsea - most people don't hire actors!

If you're looking for a cake I bet some of the cake makers/decorators will do a dalek one or a cyberman or a tardis As to decorations, what about pictures of all the different doctors From the original series:- William Hartnell Patrick Troughton Jon Pertwee Tom Baker Peter Davidson Colin Baker Sylvester McCoy From the Film Paul McGann From the new series:- Christopher Eccelstone David Tenant Matt Smith or the (in my opinion) ultimate adversary The Master played by Roger Delgardo Anthony Ainley Derek Jacobi John Simm (I've forgotten if he was in the film & is so who played him. Also appropriate character for your family is K9!! Found this link www.bbcamerica.com/anglophenia/2011/10/how-to-throw-your-own-doctor-who-party-for-halloween-or-the-holidays/I tried googling Doctor Who themed party and got loads of links hope that helps I've watched Doctor Who from the beginning with the exception of the Sylvestor McCoy doctor episodes so would be happy to try & think of anything or answer any questions.

Life size cardboard cut outs Fish fingers and custard Bananas (always take a banana to a party) TARDIS materialization sound, perhaps playing just before bringing the cake in? Sound tracks from the series' (although Doomsday gets most doctor who fans crying/looking teary) Weeping angels.... Dressing up! With 11 doctors and all of the companions to chose from, you will be spoilt for choice , as will your guests Invitations, in TARDIS blue envelopes I'm not sure what has already been said, but these are the first things I thought of

Oooh you could also write "bad wolf" around the house multiple times...
And for other music ideas, Chameleon Circuit have got 2 albums of songs, all based off doctor who episodes

Apart from dressing up as a dalek and eating fish fingers and custard, I have no idea. bextull might have some suggestions. Oh I love Chameleon Circuit, don't really listen to them but I watch Charlie, Alex and Liam on youtube.
